The recruitment team is currently seeking a world-class Project Procurement - Capital Manager. This role is a senior role as part of the Project Procurement team located in Yellowknife, NW Territories, supporting the Diavik Diamonds Mine Inc. (DDMI) Underground Mine Development Project. The role calls for an understanding of the execution of major capital projects (including expansions and new installation) and the associated procurement and materials management requirements. Knowledge of commercial law, contract engineering, engineering principles, expediting, logistics, and construction and mining requirements as well as an ability to proactively manage and execute change will be key attributes.
Project Procurement – Capital Manager will have a strong appreciation of major projects, sustainability, and health and safety related requirements and must proactively ensure Rio Tinto Standards are prioritized in the procurement of goods and services. The Capital Manager will be required to be physically co-located with owners, team, for periods of time and will need to be able to successfully integrate and leverage the project needs with the broader RTP scope of work.
Purpose
The Project Procurement - Capital Manager is accountable for the execution and management of the project procurement activity and resources that are imbedded within the DDMI Underground project to discharge the agreed Procurement and Contracts plan. This role delivers strong commercially focused outcomes and leadership to the procurement activities and ensures that the owner’s perspective on procurement requirements is well represented with the engineers and consultants working on the project.
Role Focus
This role calls for an understanding and ability to apply functional team leadership to the following:
• The ability to drive Rio Tinto Safety, Environmental and Sustainable development principles into the project procurement processes and outcomes.
• Knowledge and experience with major capital projects and working with engineering project teams.
• Advise and support the owner’s team with expert advice on all procurement, contracts and logistics matters.
• Display the ability to work (and assist others) to tight deadlines and in high pressure environments.
• Extensive commercial, contracts and procurement experience gained in a major projects environment and demonstrated ability to meet project quality, timeline and budget requirements.
• An Understanding and ability to apply sound Commercial Law and Mining requirements and methodologies applicable to the project.
• The ability to work effectively and productively in a team environment as well as with minimal supervision.
• Lead and mentor Procurement Professionals, Contracts Engineers, Buyers, Expediters, Quality Assurance Teams, and Sourcing Analysts, etc., in major capital procurement.
• Familiarity and ability to utilize Electronic Commerce tools in order to add value to the procurement process.
• The ability to handle multiple tasks and activities that involve a high level of complexity, financial and operational risk.
• A high level of interpersonal skills and the ability to proactively engage, communicate and influence internal and external stakeholders and at operational levels (Superintendent, Manager, VP/GM’s, MD’s and Company representatives).
• An ability to work with defined processes and systems, and to contribute to the refinement of these standard processes and systems.
• Relies on extensive experience and judgment to plan, negotiate, and deliver on a predefined outcome. A high level of analytical capability to plan and design models to assist in the procurement and option analysis and recommendation.

• Ensure that Rio Tinto’s Safety, Environment and Sustainable Development principles are discharged through the course of the work.
• Contribute to the RTP Safety Policies and Targets
• Contribute to the development of RTP and Business Unit peers and colleagues and provide leadership and guidance to the project procurement team members
• Actively engage and support RT Strategy with respect to Market Development and Emerging Markets Sourcing.
• Manage the multi-interfaces with engineers, suppliers by applying objective, data-driven solving in a time critical environment.
• Develop and implement robust and practical project procurement and contracts plan.
• Rapidly adjust plans and resources to meet varying project needs.
• Analyze, build, implement, and maintain comprehensive stakeholder management strategies & plans for working with the BU, Owner’s teams, EPC/E engineers, suppliers, etc.
• Establish clear accountabilities build evaluation models, analyze risk, build baseline measurements, for value assessment.
• Develop commercially executable contracts and agreements that consider both the project, construction schedules, and ongoing operations requirements.
Qualifications
The qualified candidate will have a BS in Engineering (ME) or related field. Candidates who hold Craftsman Certificates or Diplomas should also apply.
• 10-15 years experience as a Senior Site Project Manager in engineering, capital procurement, contracts or construction fields
• Excellent communication skills. Experience relating to all levels of staff; ability to relate well to the construction manager and other team members
• Demonstrated relationship building skills
• Strong outcome driven capabilities
• A high degree of computer literacy
• Background in commercial analysis/negotiation/contract management/procurement/engineering
• A demonstrated ability to think strategically
